Seminar: Early Warning for Trade Remedies - Maintaining the Advantage for Vietnamese Export Goods

Along with Vietnam's participation in numerous free trade agreements (FTAs) and the gradual removal of tariff barriers, the robust growth of many domestic export commodities also means facing an increasing number of trade remedy lawsuits. In particular, recent times have witnessed a rising trend in anti-circumvention trade remedy investigations against Vietnam, especially in the U.S. market.

To support enterprises in being more proactive when handling and responding to foreign trade remedy investigations, the Prime Minister issued Decision No. 316/QD-TTg dated March 1, 2020, approving the Scheme on "Building and Operating an Effective Early Warning System for Trade Remedies" (Scheme 316). The objective of this scheme is to provide advance warnings for export commodities at risk of foreign trade remedy investigations, thereby helping businesses prepare beforehand and enabling competent authorities to conduct targeted and focused support activities.

Through early warning efforts, the Ministry of Industry and Trade has promptly engaged with industry enterprises to provide information, helping them grasp investigation principles, procedures, necessary actions, and potential scenarios. Consequently, businesses gain valuable time to prepare and fulfill the requirements of foreign investigating authorities with the highest precision.

How is the early warning system operated? How can enterprises utilize early trade remedy warning information, and what should they do when their export products are placed under an early warning status? What further actions will State management agencies take to help businesses proactively protect themselves against trade remedy risks in major export markets?

These issues will be discussed from diverse and profound perspectives at today's panel discussion hosted by the Industry and Trade Magazine. The topic of the discussion is: "Early Trade Remedy Warnings: Preserving the Competitive Edge for Vietnam's Exports."
