The IPEF Supply Chain Agreement (Pillar II)
13/09/2024 600On September 7, 2023, the US Department of Commerce published The IPEF Supply Chain Agreement. After the publication of this full-text, IPEF IPEF partners will conduct internal processes to prepare for the signing of the Agreement.
On February 24, 2024, The IPEF Supply Chain Agreement officially entered into force with the ratification of the first five IPEF partners: the United States, Japan, Fiji, India and Singapore. This is the world's first and largest multilateral agreement to establish a unified framework to promote cooperation among IPEF partners on key aspects of enhancing the resilience of supply chains in the region. After the entry into force of The IPEF Supply Chain Agreement, the IPEF partners established three coordinating bodies of the Compact, including (i) the Supply Chain Council will align policies and build initiatives to proactively build resilient, competitive, and diversified supply chains; (ii) the Crisis Response Network will provide a critical communication channel to share information and request assistance, as well as a forum to organize stress tests, tabletop exercises, and other simulations to identify vulnerabilities to better respond to disruptions that do occur; and (iii) the Labor Rights Advisory Board will give workers a seat at the table with employers and governments to promote labor rights and workforce development across IPEF supply chains. Besides, IPEF partners also completed the appointment of Chairs and Representatives and adopted the terms of reference for each body. In addition, IPEF partners will identify and notify partner countries of the List of important sectors and essential goods to promote cooperation, within 120 days after the Agreement enters into force for each country.
As of June 2024, 8/14 IPEF partners have completed the necessary internal procedures to implement The IPEF Supply Chain Agreement, including: Fiji, India, Japan, Korea, Singapore, the United States, Thailand and Malaysia. The other IPEF partner countries are also promoting the completion of the necessary internal procedures to be able to officially implement this Agreement.
