This Circular announces categories of and import tariff quotas on used automobiles under commitments at the CPTPP. The details are provided at Annex I. 

Notably, used automobiles imported according to quotas of the CPTPP must meet these requirements:

(i) already registered for circulation at exporting countries before they have arrived at Vietnam's checkpoints;

(ii) meet rules of goods origin in the CPTPP and must have certificates of origin upon following import procedures;

(iii) meet applicable regulations of laws on technical regulations, technical safety quality and environmental protection provided for automobiles, regulations on checkpoints of import of automobiles;

(iv) categories of imported automobiles must conform to the contents of the licenses for automobile import.

This Circular takes effect from March 5th, 2020.
