According to the South China Morning Post, a Chinese policy team has drafted a detailed sanctions list covering 63 technology sectors as a response to Washington restrictions on semiconductors, AI, quantum computing and aerospace. A White House reaction is expected.

The SCMP reported that Beijing's draft list spans 63 sectors, including semiconductor production equipment, AI research software, quantum-science advisory and precision aerospace components. The Chinese team submitted the draft to the State Council for approval; implementation will depend on Beijing's final response to the White House.

Wu Xinbo, Director of US-China Studies at Fudan University, wrote that the draft 'shows Beijing's intent to operationalise systemic sanctions capacity rather than provide a symbolic response to Washington'. Eurasia Group analyst Anna Ashton said the draft could also serve as leverage strengthening Beijing's bargaining position after Trump's 'I don't care' Iran comments. Citi Research analysts reportedly wrote that the China tech index would carry a 2.1 percent weekly risk premium.

US Commerce Secretary Howard Lutnick said no formal comment had been issued yet, but 'the draft would be reviewed if conveyed through official channels'. EU Trade Commissioner Sefcovic said Brussels 'will monitor potential repercussions closely'. Japanese Ministry of Economy spokesperson Yuriko Tanaka announced Japan started a risk analysis for 11 sectors with potential supply-chain impact. Not investment advice.
