According to information from the Trade Remedies Department (Ministry of Industry and Trade), on April 7, 2026, the Department received information from the Vietnamese Trade Office in Mexico regarding the Mexican Ministry of Economy's initiation of an anti-dumping investigation into polyester resin (PET) products originating from Vietnam and Malaysia.
The plaintiffs are Alpek Polyester Mexico and Indorama Ventures Polymers Mexico, S. de RL de CV (hereinafter referred to as Alpek Polyester and Indorama, respectively). The product under investigation is polyester resin (PET - Polyethylene Terephthalate) HS code 3907.61.01; 3907.69.99; the investigation period is from July 1, 2024 to June 30, 2025; the period for determining injury is from July 1, 2022 to June 30, 2025.
In its recently issued initiation notice, the Plaintiff alleges that imports from the investigated countries being sold into the Mexican market are showing significant growth and are being sold at prices below their normal value, potentially causing substantial damage to the domestic industry.
Regarding this matter, interested parties, including exporting and importing businesses and government agencies, have 23 working days to register their participation in providing information and evidence; this period is calculated 5 days after the date the initiation decision is published in the Official Gazette (DOF). The deadline for interested parties to submit information and answer the questionnaire is May 19, 2026.
Based on the above information, the Trade Remedies Department recommends that relevant businesses closely monitor the further developments of the case. Simultaneously, they should proactively study and understand the regulations, procedures, and investigation processes of Mexico; and review the export situation of related goods to the Mexican market. Furthermore, they should proactively exchange, coordinate, and update information with the Trade Remedies Department to receive timely support.
