China's move to tighten steel exports aims to control the recent record-breaking surge in metal exports.
According to an announcement from China's Ministry of Commerce, starting January 1, 2026, Chinese export companies will have to obtain prior permission to export a range of steel products, according to Bloomberg.
The announcement did not specify the reason for implementing the new regulations, but it comes as China has just concluded a year of record-high steel exports.
The licensing mechanism applies to approximately 300 specific steel products, including several types of steel billets, hot-rolled steel coils, and stainless steel.
According to the latest trade figures, China's steel exports are on track to reach a record high in 2025, with cumulative export volumes exceeding 100 million tons in the first 11 months of the year. This strong surge in exports has also helped China's trade surplus surpass $1 trillion for the first time.
Previously, China's steel exports defied forecasts of a potential decline in 2025 due to rising protectionism and anti-dumping measures. Excess capacity has resulted in a flood of cheap Chinese steel on the global market.
However, exporters have shifted their focus to new markets and product lines not subject to restrictions, thereby maintaining growth momentum.
