China’s Ministry of Commerce (MOFCOM) has decided to impose provisional anti-dumping measures on imports of photographic paper and paper board originating in the European Union (EU), the United States and Japan.

According to a MOFCOM announcement, it was found, after an investigation started in December last year, that dumping of photographic paper and paper board originating in the EU, the US and Japan exists and causes material injury to China's domestic photographic paper and paper board industry, and that there was a causal link between the dumping and the injury to the Chinese industry.

Therefore, in line with Chinese regulations, MOFCOM has decided to take provisional anti-dumping measures, such that, starting from August 10, 2011, importers of photographic paper and paper board from specified companies will pay a levy at Chinese customs, depending on the margin for each producer given in the initial ruling, ranging from 17.6% to 28.8%.

The announcement, in fact, confirms that the duties will amount to 17.6% on FUJIFILM Manufacturing Europe and 26.8% on Kodak Limited and other companies exporting to China from the EU; 18.2% on FUJIFILM Manufacturing USA and 26.8% on other companies exporting from the US; and 28.8% on all companies exporting from Japan.
