Report: Vietnamese enterprises in the context of U.S. reciprocal tariffs: Adverse impacts and policy support recommendations

Beginning on 7 August 2025, the United States officially implemented a new reciprocal tariff regime on imported goods originating from 69 countries and territories. Under this measure, imports from Vietnam are subject to a 20% retaliatory tariff.
Given its broad coverage across most categories of Vietnam’s export goods, this tariff measure is expected to exert significant and far-reaching impacts on Vietnam’s production activities and export performance to this key export market.
To collect and accurately reflect the practical challenges and obstacles faced by enterprises as the United States imposes this 20% reciprocal tariff, and thereby develop evidence-based recommendations to the Government on appropriate support measures aligned with business needs, the Vietnam Chamber of Commerce and Industry (VCCI) conducted a survey in September 2025 of business entities (owners, executives, employees in enterprises, cooperatives, household businesses, etc.) and business associations (leaders, officers, and staff).
The report “Vietnamese enterprises in the context of U.S. reciprocal tariffs: Adverse impacts and policy support recommendations” consolidates the survey findings from manufacturing, processing, and export enterprises operating in the U.S. market, focusing on: (i) the adverse impacts currently experienced or anticipated by enterprises as Vietnamese exports become subject to the 20% U.S. reciprocal tariff; and (ii) the support measures that enterprises expect from Government agencies to help them overcome these emerging difficulties.
Conducted in September 2025, the survey results may not fully capture or comprehensively reflect all actual impacts of the reciprocal tariff, particularly in light of potential subsequent adjustments by the United States regarding its scope or tariff rates. Therefore, beyond this Report, VCCI will continue to monitor developments, gather concerns and recommendations from Vietnamese enterprises relating to U.S. reciprocal tariffs, and provide timely support to the business community in effectively responding to tariff shocks and sustaining export activities.
