Utilization of tariff preferences under Vietnam’s FTAs in 2024
10/09/2025 2408According to data from the Ministry of Industry and Trade, total export turnover taking advantage of preferential tariffs under FTAs in 2024 reached 98.42 billion USD. In general, the export turnover utilizing FTA preferential tariffs remained quite stable, except for a significant decline in the preferential utilization rate under form VC (VCFTA Agreement) for the group of products exported to the Chilean market, which decreased markedly from 40.91% (2023) to 29.12% (2024). In contrast, exports to the Chinese market that enjoyed tariff preferences from FTAs recorded remarkable growth compared to 2023 (up 13.12%).
In 2024, the Ministry of Industry and Trade issued 18 types of preferential C/O under 18 FTAs including: C/O form AANZ, AHK, AI, AJ, AK, CPTPP, D, E, EAV, S, VC, VJ, VK, X, VN-CU, EUR.1, EUR.1 UK and RCEP.
In terms of turnover utilizing tariff preferences: Vietnamese goods exported to China (form E and RCEP) ranked first with a value of 28.45 billion USD. Next was 18.13 billion USD of C/O form EUR.1 issued for goods exported to the EU and UK markets and 14.79 billion USD of C/O form D issued for goods exported to the ASEAN market.
In 2024, the Indian market (C/O form AI) recorded the highest utilization rate at 65.12%, ranked second was the Chinese market (C/O form E) with a utilization rate of 41.84%. The utilization rate from the Laos market (10.05%) was not high and statistics did not record the issuance of C/O form X for goods exported to the Cambodian market because these two countries are both ASEAN members, so enterprises often take advantage of direct preferences from the ATIGA Agreement.
