Conference: The legality of timber products in government procurement in Vietnam ...19/06/2019
The Voluntary partnership agreement between the European Union and Vietnam on Forest law enforcement, governance and trade (VPA/FLEGT) took effect since June 1, 2019. The core commitments of the Agreement is "to ensure that all timber products are legally produced". which means all timber products in Vietnam, whether for exporting or domestic consumption, must be legally produced.
Under this Agreement, the Vietnamese Government, as a large customer, has responsibilities to ensure the legality of timber products in the projects using State's capital. This is a big challenge because there is no solid, sufficient basis to determine whether the timber products in Vietnamese government procurement is legal.
With the purpose of initially clarifying the current status of the timber control mechanism in the bidding process as well as the practices of procuring timber products by state-funded units, thereby suggesting solutions for the Vietnamese government, Vietnam Chamber of Commerce and Industry (VCCI), in cooperation with VIFORES, FPA, HAWA and Forest Trends, organize:
